The Paris Pact was launched on the opening day of the climate summit COP21. It was the starting point of a global momentum for the identification of solutions for climate adaptation and mitigation. Thus, a Global Alliances for Water and Climate (GAWC) was established at the COP22, within which a Global Alliance for Water and Climate’s Incubation Platform (GAWCIP) has been set up gathering international private, institutional and financial partners, with the support of French ministries of ecology and foreign affairs. This platform is based on key investments/projects dealing with enabling knowledge and soft infrastructures.
Origins and ambitions:
- Water is the first victim of climate change
- Gap between donors and project holders (a lack of good and fundable projects, mixed with the complexity of water and climate finance and the lack of local capacity for project design
- Lack of «interest» from donors towards micro or small projects.
- Necessity to complement country approach with basin approach
